ANG Administrative enforcement ng mga probisyon at code kasama na ang pagbibigay ng permiso at pagpapataw ng multa para sa pamahalaang paglabag na ipinagkakatiwala sa National Water Resources Board (NWRB), at ang maliban na may kaugnayan sa mga ipinatutupad na sa ilalim ng mga alituntunin ay natatangi at nakaugnay sa ibang ahensiya ng pamahalaan.
Ang Board ay may kapangyarihan na gumawa ng lahat ng desisyon at determinasyon na inihahain ng provisions of the code.
Presidential Decree No. 1067 na kilala rin bilang Water Code ng Pilipinas.
A decree instituting a Water Code, thereby revising and consolidating the laws governing the ownership, appropriation, utilization, exploitation, development, conservation and protection of water resources.
WATER AS USED IN THE CODE – Article 4 of the Code provides:
“Water as used in this code, refer to water under the ground, water above the ground, water in the atmosphere and the waters of the sea within the territorial jurisdiction of the Philippines.”

1. Appropriation of water for any purpose;
2. Change in purpose of appropriation;
3. Amendment of an existing permit;
4. Transfer/lease of water permit;
5. Temporary permit to appropriate and use of water
6. Developing a stream, lake or spring for recreational purpose.
Qualifications ng mga aplikante para makakuha ng Permit/Authority.
1. Citizens of Philippines
2. Associations, duly registered cooperatives or corporations organized under Philippine laws, at least 60% of the capital ay
pagmamay-ari ng isang citizens of the Philippines.
3. Government entities and instrumentalities, including government-owned or controlled corporations.
