I SEE no wrong to the initiative of Congress – Senate or the House of Representatives (HOR) – in initiating investigations in aid of legislation. Yes, they are helping the state but it is better if agencies concerned be the main lead in doing such investigation.
On the 7th month of both Congress, they are very much busier in investigation than their main job, to legislate our laws needed be it new, revision, amendment.
Those police criminals who killed a foreign national and raided an office before evidences were planted into the drawers of their “suspects” needs to be investigated by the PNP CIDG-IAS with the help of the Justice Department with its NBI people.
But no. It is not happening. Rather, nauunahan sila ng Kongreso that we see something wrong in our present system of government and governance.
Is it either the PNP hierarchy lacks the leadership and control among their uniformed personnel or they lack proper training to handle such a case to pursue against the police criminals?
Maybe, it is also even our laws of the land as provided in the 1987 Constitution and the existing laws that is full of flaws?
The latter needs a deep concern and study if that is the case.
Yes, our laws are full of loopholes! It is one strong reason why President Rodrigo Roa Duterte wants to totally change our 1987 Constitution to correct and simplify our state government and governance. Kapag makulit ang isang opisyal, sibak dapat kaagad!
Reading and analyzing many states under the FEDERAL SYSTEM proved that their laws are simplified and easy to remove, punish any leader or authority who abuses his state-given powers, those in the police force included. Enforcing their laws are simple yet very fast and furious against the evil doers.
Our lawmakers must start their attention now into their jobs of lawmaking than investigating criminals and criminality “in aid of legislation” by simply giving respect to the right authorities who must investigate such.
To the PNP leaders, you better start flexing your muscles against your rouge cops.
Yes, they are small in numbers but they cannot be ignored. Police criminals, their syndicate has been for long in your organization even before President Rody Duterte was still a young boy!
Hence, we cannot put the blame to the present leaders.
