Dear Ms. Lily Reyes:
Greetings!
This has reference to your news column dated August 8, 2015 captioned “QCPD Mobile Car Mistulang Speed Boat”, referring to the Avanza Mobile Car (PN:SHX-745) issued to the Criminal Investigation and Director Unit (CIDU) of this District.
The incident that you mentioned apparently occurred last August 12, 2015 about 10:00 AM (Wednesday) at the height of a heavy downpour. The duty driver of the said marked vehicle, identified as PO2 Mark Salas, was invited at the office of the undersigned and admitted having driven the said vehicle along the flooded Makadios St. on the said time and date.
According to the said police officer, he was officially dispatched with two others for police assistance to a case of burglary in Bgy. Old Balara.
Upon reaching Makadios St. on his way bact to Camp Karingal, the police officer claimed that he was threatened and surprised by the already kneedeep flood along Makadios St. as the only way to the camp.
Sensing that he might be stuck in the flood, PO2 Salas said that he opted to drive the car at speed in low gear to avoid stalling that will cause mechanical damage to the car engine.
In this regard, the undersigned has already directed the said police officer to apologize to those who were affected by the inconveniences as a result of the said incident. In like manner, the QCPD leadership expresses its regret for the unfortunate incident as we continue to motivate our men to serve the public with utmost dedication.
Rest assured of our continuing support on matters of mutual concern.
MABUHAY po kayo!
Very truly yours,
EDGARDO G TINIO
Police Chief Superintendent, Acting District Director, QCPD
